It's a safty measure so you don't forget about those notifications when you auto-hide the taskbar. Just upgraded to Vista Home Premium last week. You can close this tooltip balloon like any other by clicking on it, or if you mouse over the program tray icon it will close itself instantly. Taskbar Not Hiding In Full Screen it wanted me to set up backups. Use the Ctrl-Alt-Delete task manager for that. Sometimes clicking on the icon to open up the Action Center and view the messages will fix the issue—read our article on managing the Action Center for more.
