I removed the ARD client and installed the working version from our Mac Server - goose egg.  This is crazy, so I googled it and found this: "I went to system Ard Not Active Its an extremely useful tool if you’re managing a lab of Macs, or just a lot of Macs in general. I’m glad Apple has listened to all the complaints about ARD and fixed all the major issues.
